JAKARTA. Di tengah rencana gugatan dari penyelenggara televisi lokal terhadap penyelenggaraan migrasi siaran analog ke digital, para pemenang penyelenggara multipleksing siaran digital siap menyewakan kanal digitalnya tahun ini. Saat ini, para pemenang masih menunggu soal penetapan harga sewa.

PT Visi Media Tbk (VIVA) misalnya, siap mengaktifkan pemancar televisi (TV) digital untuk empat provinsi. Robertus B. Kurniawan, Chief Executive Officer Visi Media menyatakan telah menyelesaikan proses infrastruktur TV digital di empat provinsi tahun lalu.

Asal tahu saja, masing-masing penyelenggara multipleksing mendapatkan jatah minimal sembilan kanal dan maksimal 12 kanal. Dalam aturan pemerintah, mereka hanya boleh memakai tiga kanal. Artinya, ada enam sampai delapan kanal yang harus disewakan. Setiap badan hukum hanya boleh menyewa satu kanal. "Kami masih meghitung harga sewa dan menunggu ketetapan pemerintah," kata Robert, Kamis (6/2).

Sekedar informasi, lewat TVOne, VIVA memenangi tender TV digital di DKI Jakarta dan Banten, Jawa Tengah dan DI Yogyakarta, dan Kalimantan Timur dan Kalimantan Selatan. Sementara, melalui ANTV, VIVA menang di Jawa Barat, Jawa Timur, Sumatra Utara dan Aceh.

Saat ini, tinggal dua wilayah lagi, yaitu Sumatra Utara dan Aceh, Kalimantan Timur dan Kalimantan Selatan, yang masih proses migrasi sekitar 50%. Perusahaan itu menargetkan akan menyelesaikannya pada kuartal dua tahun ini.

Robertus menambahkan, VIVA telah menyiapkan dana Rp 50 miliar untuk tiap provinsi. Artinya, perusahaan ini menggelontorkan dana investasi senilai Rp 300 miliar untuk TV digital.

Kasubdit Pengembangan Infrastruktur Ditjen Penyelenggaraan Pos dan Informatika Kementerian Komunikasi dan Informatika (Kominfo), Anang Latif mengatakan, pemerintah telah menyebarkan surat informasi perhitungan sewa kanal baru-baru ini.

Anang bilang, para pemenang harus mengirimkan kembali harga sewa kanal versi pemenang untuk diperhitungkan apakah sesuai dengan formulasi dari pemerintah. "Sampai saat ini, belum ada yang mengirimkan kembali. Kami beri target akhir Februari," ucap dia.

Meski belum ada yang melapor, namun bisik-bisik yang terdengar, harga sewa satu kanal di kisaran Rp 30 juta sampai Rp 100 juta per bulan. Menurut Anang, hal ini sangat bergantung dari fasilitas standard definition (SD) atau high definition (HD).

Penetapan sementara angka sewa kanal ini mendapat tentangan dari Asosiasi TV Lokal Indonesia (ATVLI). Sebab, dengan sistem penguasaan kanal seperti sekarang saja, penyelenggara TV lokal bakal kesulitan untuk bersaing. Apalagi harus ditambah dengan menyewa pada pemain besar dengan tarif yang cukup mahal. Karena itu, ATVLI berencana menggugat lagi aturan soal siaran digital ini ke Mahkamah Agung.

Asal tahu saja, sejak 2011, pemerintah telah mengeluarkan 16 Peraturan Menteri yang mengatur soal migrasi ke siaran digital. Menurut Anang, ada dua aturan lagi yang sedang digodok dan diupayakan bisa terbit Maret tahun ini, yakni soal peluang usaha digital yang mengatur penyewaan kanal dan pendistribusian set top box, yakni perangkat penerima siaran digital, agar tepat sasaran.
