Jakarta - TV analog menyimpan warisan yang sangat berharga. Yakni frekuensi selebar 100 MHz yang sudah ancang-ancang bakal dioptimalkan untuk ekspansi mobile broadband 4G LTE.

Alhasil, untuk merealisasikan rencana ini, Kominfo terus berupaya mendorong percepatan migrasi dari TV analog ke digital sehingga frekuensi 700 MHz yang disebut sebagai frekuensi emas itu bisa segera dimanfaatkan untuk 4G.

Pemerintah berharap proses migrasi ini TV analog akan selesai pada tahun 2018. “Sisa 100 MHz, rencananya untuk 4G,” kata Muhammad Budi Setiawan, Dirjen Sumber Daya & Perangkat Pos & Informatika saat ditemui detikINET di sela-sela peluncuran Telkomsel 4G LTE di Bandung.

Dengan lebar frekuensi 100 MHz tersebut, menurut Budi, itu sudah lebih dari cukup untuk membangun infrastruktur 4G LTE Indonesia yang mumpuni. Hanya saja, Kominfo belum memutuskan bagaimana pembagian blok di 700 MHz nantinya jika jadi digunakan untuk 4G.

“Jika spektrum tersebut dibagi masing-masing 20 MHz, maka akan ada 5 blok. Lebih ektrim lagi kalau misalnya dibagi masing 40 MHz atau 45 MHz akan ada dua operator di sana,” jelas Budi.

Namun ia belum bisa memastikan kapan frekuensi ini akan dilelang ke operator. “Baru kosongnya 2018, jadi tunggu itu dulu,” tutupnya.

Sebelumnya, Menkominfo Rudiantara mengungkapkan bahwa akhir tahun 2015 bakal dikeluarkan beleid baru migrasi siaran digital.

Beleid ini, kata menteri yang akrab disapa dengan panggilan Chief RA, akan memberikan kepastian bagi para pemilik lisensi multiplexer. Selain itu, jika frekuensi 700 MHz bisa segera dialihkan untuk layanan mobile broadband, manfaatnya akan lebih optimal bagi perekonomian Indonesia.

Seperti diketahui, spektrum frekuensi di 700 MHz telah lama dianggap sebagai frekuensi emas oleh operator untuk menggelar 4G LTE selain 1.800 MHz. Alasannya, karena spektrum ini memiliki coverage band lebih luas.

Di Indonesia, frekuensi 700 MHz masih digunakan untuk siaran televisi analog. Pemerintah melakukan program digitalisasi televisi, yang nantinya akan menghapus televisi analog. Program ini mulanya ditargetkan akan selesai paling cepat di akhir 2017.

Dari program digitalisasi televisi itu, nanti frekuensi 700 MHz akan memiliki digital dividen sebesar 112 MHz. Rentang pita sebesar 112 MHz di frekuensi 700 MHz itulah yang nantinya akan digunakan untuk alokasi jaringan 4G LTE di Indonesia.

Namun sayangnya, rencana itu belum bisa terwujud. Pasalnya, Mahkamah Agung tahun lalu membatalkan Peraturan Menteri Kominfo No.22/2011 tentang Penyelenggaraan Televisi Digital.

Dalam kajian The Boston Consulting Group harmonisasi frekuensi 700 MHz di Indonesia setelah 2018 menyebabkan kerugian sebesar USD 16,9 miliar untuk GDP, USD 4,7 miliar untuk pajak, 79.000 usaha dan 152.000 lowongan kerja.

"Digitalisasi dari televisi itu suatu keniscayaan karena izin multiplexing sudah (pernah) dikeluarkan. Nanti kita bicarakan lagi dengan industri dan pemilik TV agar bisa keluarkan peraturan (baru)," kata Chief RA.
