Migrasi TV Analog ke Digital Tunggu Revisi UU Penyiaran
TEMPO.CO, Jakarta - Menteri Komunikasi dan Informatika Rudiantara mengatakan migrasi televisi analog ke digital masih menunggu revisi Undang-Undang Penyiaran.

Menurut Rudiantara, Kementerian sudah mengajukan banding atas putusan Pengadilan Tata Usaha Negara yang membatalkan pelaksanaan TV digital. Namun, kata dia, migrasi TV analog ke digital akan diatur dalam UU Penyiaran yang baru.

"Kebijakan migrasi analog ke digital itu akan terangkum dalam UU Penyiaran yang baru," kata Rudiantara di Museum Nasional, Jakarta, Jumat, 11 Desember 2015.

Rudiantara yakin UU Penyiaran bisa segera rampung sebab revisi itu sudah masuk program legislasi nasional di Dewan Perwakilan Rakyat. Namun Rudi membolehkan siaran televisi digital sebelum revisi UU Penyiaran kelar asal tidak komersial. "Nggak apa-apa kalau nggak komersial," kata dia.

Maret lalu, PTUN Jakarta telah mengabulkan gugatan Asosiasi Televisi Jaringan (ATVJI) yang menggugat keputusan Menteri Kominfo tentang penyelenggaraan digital. Pada 2011 lalu, Menteri Kominfo Tifatul Sembiring telah menunjuk 33 perusahaan sebagai lembaga multipleksing atau penyedia channel siaran digital. Atas putusan PTUN itu, siaran tv digital yang sudah separuh jalan akhirnya dibatalkan. "Kominfo sudah banding. Tapi saya belum tahu statusnya," kata Rudiantara.

Pada 3 April 2013, Mahkamah Agung sebetulnya sudah menganulir putusan Kominfo pada 2011 itu. Mahkamah Agung menilai peraturan menteri kominfo itu terbukti bertentangan dengan Undang-Undang Penyiaran dan peraturan turunannya. Meski demikian, siaran tv digital tetap berlangsung di sejumlah daerah berbasis pada penunjukan 33 lembaga multipleksing.

Pemerintah sebelumnya menargetkan migrasi tv analog ke digital sudah beres pada 2018. Selain untuk menyediakan siaran televisi dengan gambar yang lebih jernih, frekuensi tv analog di 700 Mhz juga akan digunakan untuk layanan pita lebar (broadband).

Rudiantara sure Broadcasting Law revision could be completed because it has entered the national legislative program in the House of Representatives.
